On the 22nd of April 2017, ICJV Secretary, Isabelle Skaburskis, was invited to launch the book State Responsibility in International Law by Annette Culley at the Department of Foreign Affairs, Immigration and Trade for the Federal Republic of West Papua.
State Responsibility in International Law argues that states do have a right to intervene in the affairs of another state in order to mitigate the systematic attack on the human rights of a population. In her speech, the Secretary outlines Annette Culley’s argument, and interrogates the question ‘What is a sovereign state?’ in relation to the legal and political history of West Papua.
